Absences Aren't the Biggest Leak. Paperwork Is.

California already counted 1,143,668 chronically absent students. The leak in Attendance Recovery is not the empty desk. It is the file that cannot prove the recovered day.

Attendly option C header. The paperwork is the leak. Hours can happen and ADA still not move. The file has to prove the day.

PACE and Attendance Works counted 1,143,668 chronically absent California students in 2024-25. Boards already know the empty seats. I keep getting pulled into a quieter leak.

The hours happened. The kids were in the room. The ADA never moved.

Someone could not prove the day.

What I keep seeing

I sit with partners who already run afternoons, Saturdays, and intersession. They are not short on programs. They are short on a packet an auditor would open without wincing.

Education Code 46211 is not vague. A recovered day has a certificated LEA employee in the room. It has a 10 to 1 or 20 to 1 ratio. It has minutes that add up to a minimum day. It has a cap: 10 days, or the absences that pupil actually accrued, whichever is smaller.

CDE then asks you to keep Recovery attendance on its own register and to put the ADA into PADC two different ways. Funding on the regular line. Information on the Recovery line.

None of that is software poetry. It is a folder.

The folder is where districts leak.

Four pieces of paper that stall a recovered day

Who was the adult. Not “a trusted after-school lead.” A certificated employee of the LEA. CDE will not let a vendor badge stand in.

What was the ratio in that hour. Ten to one in TK and K. Twenty to one after that. Education Code 46211(f) says you keep proof the ratio was met. A roster from three weeks later is not proof.

Which hours became a day. Minutes bank in one-hour bites. A grade 4 day is 240 minutes. CDE will let you split that across afternoons. Someone still has to add the hours and stop at one day per calendar date.

Which absence received the day. This is the piece almost nobody owns. Recovery does not float. It attaches. CDE says an absence can be offset once, and not when the pupil was legally excluded from school. If you cannot name the absence, you cannot claim the ADA.

I have watched a site do the first three and still fail the fourth. The hours sat in a spreadsheet titled “make-up.” Fiscal could not see a student-by-student assignment. P-2 stayed flat.

Expanded learning is not a shortcut

Plenty of partners want to use the program they already run after school. The law lets you offer both. Education Code 46120 even lets ELO-P funds support Recovery when the site, the time, and the operator line up.

That is not permission to blur the minutes. CDE directs that a pupil is in Recovery or in expanded learning in a given stretch, not both. Different documentation. Different adult. Same cafeteria.

If your afternoon already has 20 kids and one classified lead, you do not have a Recovery classroom. You have an afternoon. Adding a label on the flyer does not add a credential.

The work is assignment, not motivation

Chronic absence is a real problem. CDE Fingertip Facts still show 1,011 districts serving 5,731,260 enrolled students. Motivation posters will not assign 10 recovered days to the right absences.

I care about the clerk who has to do that assignment in May, with P-2 on the calendar, while someone forwards a new FAQ.

Give that person a register that is separate on purpose. Give them a ratio log that is dated. Give them a list of absences that are eligible, and a list that are not. Then the statute can do what it was written to do.

The 2026-27 audit guide, section HZ is not abstract. It is a sampling script. If the teacher hours, the ratio, and the assigned absence are not in the same packet, the ADA does not survive the sample.

The full rulebook is in Attendance Recovery in California: The Complete Guide for District Leaders (2026-27). Read that if you need the citations in one place.
